On Our Block® St. Louis Program
Terms and Conditions
NO PURCHASE NECESSARY.
Sponsor: St. Louis Community Foundation, on behalf of The James S. McDonnell Foundation (collectively, “Sponsor”).
Lead Administrator: Mobility Capital Finance, Inc. (“Lead Administrator”), on behalf of Sponsor.
FORWARD: In order to ensure a fair and equitable selection process, Lead Administrator has engaged Geocko, Inc., dba FORWARD (“FORWARD”, and together with Sponsor and Lead Administrator, collectively, the “Program Parties”), to verify information and to select eligible applicants for participation in the On Our Block® St. Louis Program.
Applicant: An eligible 7th grade student (as described in Section 10 of these Terms and Conditions (Eligibility)) (“Applicant”).
Entrant: The parent or legal guardian of an Applicant (“Entrant”).
Verified Applicant: An Applicant whose Application (as defined in Section 11 of these Terms and Conditions (How to Apply)) has been verified and who meets all eligibility requirements (as described in Section 10 of these Terms and Conditions (Eligibility)) (“Verified Applicant”).
Selected Applicant: A Verified Applicant that has been selected to participate in the Program using the selection process (as described in Section 12 of these Terms and Conditions (Selection of Participants)) (“Selected Applicant”).
Participant: A Selected Applicant on whose behalf a timely Consent to Enroll form has been submitted (“Participant”).
General To submit an application, you must be an Entrant. By submitting an application in accordance with Section 11 of these Terms and Conditions (How to Apply), you, on behalf of yourself and the Applicant, agree to be bound by these Terms and Conditions. All Applicants must be U.S. residents to be considered for the On Our Block® St. Louis Program (the “Program”). To submit an application, Entrant must make an account with FORWARD and provide a valid phone number and email address.
Eligibility
The Program is open only to students that meet all four of the following criteria (a) are or were actively enrolled in 7th grade as of the last day of the 2024/2025 school year, (b) are or were actively enrolled in one of the following public school districts located in the greater St. Louis area in the State of Missouri as of such date: (i) Ferguson-Florissant School District; (ii) Hancock Place School District; (iii) Hazelwood School District; (iv) Normandy Schools Collaborative; (v) School District of University City; or (vi) St. Louis Public Schools District, (c) reside in a household for which the gross, total household income is at or below 80% of the 2024 Area Median Income for St. Louis County, and (d) have a U.S. Social Security Number or Individual Tax Identification Number.
How to Apply
To apply to participate in the Program, Entrant must complete the application form located at onourblockstlouis.forwardplatform.com (the “Application”). To submit the Application, Entrant will be required to create an account with FORWARD and provide a valid phone number and email address so that FORWARD can contact Entrant about the Application.
As part of the Application, Entrant must submit certain documentation so that FORWARD can verify Applicant’s eligibility. After the Application has been submitted, Entrant will receive a confirmation email. All Applications will be evaluated for accuracy and eligibility. Applications will be reviewed on a rolling basis as they are submitted. Entrant may be contacted if FORWARD needs to verify the documents and/or information provided and/or if FORWARD needs to gather additional documents and/or information for the Application.
Each Verified Applicant will automatically be included in the selection process described in Section 12 of these Terms and Conditions (Selection of Participants). Only one Application to participate in the Program may be submitted per Applicant. All duplicate applications for the same Applicant will be deleted and only the original application will be considered.
Any Application that does not comply with these Terms and Conditions will be disqualified. An Applicant may be disqualified or deemed ineligible if (a) Applicant does not meet the eligibility criteria set forth in Section 10 of these Terms and Conditions (Eligibility), (b) Entrant is unresponsive to efforts to verify documents and/or information submitted as part of the Application, (c) documentation provided as part of the Application is altered or forged, (d) information provided as part of the Application is untrue or misleading, or (e) Entrant or Applicant has requested to withdraw his or her application. Reapplication is not permitted. Decisions concerning eligibility are final in all respects.
The application portal will close when enough eligible Applications have been received, as determined by Lead Administrator in its sole discretion. The application portal may close without any prior notification and all Applications not completed when the platform closes will not be eligible for inclusion in the selection process. Entrant or Applicant may withdraw his or her Application at any time before the application portal closes. Once an Application has been withdrawn, it cannot be resubmitted.
Selection of Participants
After the application portal closes, all Verified Applicants will be entered into a stratified random selection process designed to ensure an appropriate distribution of students from the designated public school districts and to allow for the inclusion of students of different genders, disability status, and foster care status. Not all Verified Applicants will be selected to participate in the Program.
300 Selected Applicants will be invited to participate in the Program. Each Entrant, on behalf of his or her Selected Applicant, will be required to execute and return a Consent to Enroll Form. If an Entrant does not timely execute and return a Consent to Enroll Form, an alternative Verified Applicant will be selected through additional stratified random sampling as many times as necessary until Consent to Enroll forms have been executed and returned on behalf of 300 Selected Applicants. Decisions concerning selection are final in all respects.
Grants
The Program consists of a managed fund in an initial amount of $1.5 million (the “Fund”) for the benefit of 300 Participants. The Fund will be held in an investment account managed by the investment company Edward D. Jones & Co., L.P. (“Edward Jones”). Beginning in May 2030 and subject to these Terms and Conditions, Participants will be able to withdraw their share of the Fund (the “Grant”) in a single disbursement for the following uses: (a) their own tuition for college, university, or vocational training; (b) a down payment for their own home purchase; (c) starting or purchasing their own small business; or (d) opening their own retirements savings account. Grants may only be used for these purposes, and only Participants may withdraw a Grant. A Participant must be alive at the time of withdrawal to receive a Grant. If a Participant is deceased prior to withdrawal, such Participant’s heirs are not entitled to withdraw a Grant. The withdrawal period will last for four years from May 2030 to May 2034 (the “Withdrawal Period”). The amount of each Participant’s Grant will be calculated by dividing the total value of the Fund as of the date of withdrawal by the number of living Participants who have not yet withdrawn a Grant as of such date. As of the start of the Program, each Grant is expected to be 1/300th of the total value of the initial deposit, amounting to $5,000 per Participant (the “Initial Amount”). The Grant may be greater or less than the Initial Amount and is subject to market performance. Edward Jones may charge a management fee for managing the Fund. ALL EXPENSES, FEDERAL, STATE AND LOCAL TAXES AND COSTS ASSOCIATED WITH ACCEPTANCE AND USE OF THE GRANT ARE THE OBLIGATION OF THE PARTICIPANT.
In order to receive a Grant during the Withdrawal Period, the Participant must participate in certain free online financial planning courses offered by MoneyByrd, Inc. (“MoneyByrd”) and execute and return a completed Form W-9.
Notification and Enrollment
Notice of Applicant eligibility or ineligibility will be texted to the phone number and emailed to the email address listed in the Application. Each Selected Applicant will be notified by text to the phone number and email to the email address provided in the Application. Once 300 Selected Applicants have executed and returned a Consent to Enroll Form, all remaining Verified Applicants will be notified by text to the phone number and email to the email address provided on such Verified Applicant’s Application that they have not been selected for participation in the Program.
Use of Information/Privacy
Documents and information collected by FORWARD in connection with this Program, including personal information, may be shared with and used by those parties involved in the implementation of the Program, including the Sponsor, Lead Administrator, Edward Jones, and MoneyByrd. Information that may be shared includes names, email addresses, phone numbers, and other personal and financial information that Applicant will be asked to submit as part of the Application. This information will be shared and in accordance with FORWARD’s Privacy Policy and applicable law. Applicant agrees to the collection, processing and storage of his, her, or their personal information, by the Program Parties and MoneyByrd for purposes of the Program.
Participation in Study
Each Applicant is invited to participate in an independent research study (the “Study”) being conducted by Washington University in St. Louis. The purpose of the Study is to understand the impacts of the Program on the social, educational, and economic well-being of families and children. If Entrant elects to participate in the Study, Applicant or their legal parent or guardian will be invited to complete three online surveys over time and may receive invitations to participate in qualitative interviews. Participation is entirely voluntary, and Applicant may choose not to complete any survey at any point. Entrant will have the opportunity to consent to participate in the Study when Entrant submits the Application.
Governing Law and Jurisdiction
All issues and questions concerning the construction, validity, interpretation and enforceability of these Terms and Conditions, or the rights and obligations of Entrant, Applicant and the Program Parties in connection with the Grant, shall be governed by and construed in accordance with the laws of the State of New York without regard to its rules on conflicts of law. Entrant, Applicant and the Program Parties irrevocably consent to the exclusive jurisdiction of the courts of the State of New York and the federal courts situated in New York County, New York, in connection with any action to enforce the provisions of these Terms and Conditions or otherwise arising under or by reason of the Grant.
General Release and Limitations of Liability
By submitting an Application, each Entrant, on Entrant’s own behalf and on behalf of Applicant and their respective heirs, family members, trusts, executors, agents, and assigns, hereby and forever releases each Program Party, and its and their respective parent companies, affiliates, subsidiaries, employees, directors, officers and agents, from, and agrees not to sue for, any and all liability, claims or actions of any kind whatsoever for injuries, damages or losses to persons and property which may be sustained in connection with: (a) incomplete, lost, late or illegible entries or for failure to receive any Application for any reason, including without limitation, human, transmission or technical problems, failures or malfunctions of any kind, whether originating with Entrant or otherwise that may limit Applicant’s ability to participate in the Program and/or the receipt, ownership, possession, use or misuse of any Grant; (b) any injury or damage resulting, directly or indirectly, in whole or in part, from participation in the Program and/or the use of any Grant, including, without limitation, if Entrant agrees to the use of Applicant’s name, image or likeness, claims, injuries, losses or damages related to or based on Applicant’s rights of publicity or privacy, or Applicant’s claim that he, she or they has somehow been defamed or portrayed in a false light. The Program Parties assume no responsibility for any damage to Entrant’s computer system which is occasioned by assessing the application portal or participating in the Program, or for any computer system, phone line, hardware, software or program malfunctions, or other errors or failures, delayed computer transmissions or network connections that are human or technical in nature, or for the incorrect or inaccurate capture of information, or the failure to capture any information. Entrant further agrees, on Entrant’s own behalf and on behalf of Applicant and their respective heirs, family members, trusts, executors, agents, and assigns, that: (a) any and all disputes, claims, and causes of action arising out of or connected with the Program, or awarding of the Grants, shall be resolved individually, without resort to any form of class action; and (b) any and all claims, judgments and awards shall be limited to actual out-of-pocket costs incurred, including costs associated with participating in the Program but in no event attorneys’ fees; and (c) under no circumstances will any Entrant or Applicant be permitted to obtain awards for and hereby waives all rights to claim punitive, incidental and consequential damages and any other damages, other than for actual out-of-pocket expenses, and any and all rights to have damages multiplied or otherwise increased.
Modification, Suspension, Termination or Disqualification
The Program Parties may cancel, terminate, modify or suspend the Program at any time and in their sole discretion. Additionally, the Program Parties reserve the right in their sole discretion to disqualify any individual who is found to be tampering with the application process or the operation of the Program or the application portal, to be acting in violation of these Terms and Conditions, to be submitting responses dishonestly or inaccurately, or to be acting in a disruptive manner.
Non-Assignable/Non-Transferable
Neither Entrant nor Applicant may assign or transfer their respective rights or obligations under these Terms and Conditions, including the right, if any, to receive a Grant, in whole or in part, by operation of law or otherwise, without the prior written consent of the Program Parties, which may be withheld in their sole discretion.
